Mandate Of The Legal Services Department

Drafting of legislative bills proposed by members or Assembly committees;
Scrutinizing Assembly bills to ensure they comply and do not contradict the Constitution or any other national legislation;
Drawing contracts and legal agreements on behalf of the Assembly;
Offering advice on procedure and practice to the Speaker, other presiding officers and members of the County Assembly;
Ensuring compliance with the law;
Giving of legal opinions on matters before or relating to the County Assembly;
Carrying on legal research on matters before the Department;
Interpreting and advising the Assembly accordingly on legal matters;
Providing any other legal services that may be required by the Assembly, its committees, the Speaker or the Clerk.

SUMMARY OF REQUESTS FOR STATEMENTS SOUGHT BY HON. MEMBERS1. Hon. Watson Weru (MCA Karatina Ward)a) Request for a statement from the Chairperson of the Committee on Health Services on why waivers were not granted to the 21 patients detained in Karatina level IV Hospital for failure to settle hospital fees. The action that will be taken to ensure that the patients detained in Karatina Level IV Hospital are discharged as soon as possible and the measures that will be put in place to prevent future detainment of students in County Hospitals due to unsettled hospital bills. b) Hon. Watson also sought answers on the status of the recently installed stand-alone lights in Karatina Ward which are not working. He requested for a statement from the Chairperson of the Committee on Transport, Public Works and Infrastructure on the name and details of the contractor who carried out the installation works of the seven stand-alone lights.
