STATEMENTS SOUGHT BY HON. MEMBERS Request for statement by Hon. Patrick Karanja on whether the deducted monies from each Community Health Promoter stipends have been remitted to National Hospital Insurance Fund (NHIF). He further sought a response on the steps that the Department will take in order to ensure that all the Community Health Promoters in Nyeri County are covered under the recently established Social Health Insurance Fund.In a different statement, Hon. Karanja raised questions on the reasons for the delay in fully constituting the Nyeri County Inspectorate Unit and when the vacant positions within the Directorate of County Inspectorate Unit will be filled as provided under the staff establishment. Hon. Johnstone Kamau (Mugunda Ward) sought a statement on when the Department of Lands, Housing, Physical Planning and Urban Development plans to survey Nyeri/Ngarengiro-573 and Nyeri/Ngarengiro- 626 plots. Hon. Kamau is also calling upon the relevant Department to urgently repair the footbridge which connects Kiawara town in Mugunda Ward and Lachuta Primary School in Gatarkwa since it is in a dilapidated state thereby posing risks to the residents. GOVERNOR MUTAHI KAHIGA SIGNS INTO LAW THE NYERI COUNTY ALCOHOLIC DRINKS CONTROL BILL, 2023The Speaker Hon. James Gichuhi accompanied by the Majority Leader Hon. James Kanyugo and the Chairperson Committee on Legal Affairs, Public Service and Administration Committee Hon. (Eng.) Clement Warutere together with Hon. Members this morning witnessed the signing to law of the Nyeri County Alcoholic Drinks Control Bill, 2023 by the Governor H.E Mutahi Kahiga.This Bill provides for the management, control, licensing and regulation of the production, sale, distribution, and consumption of alcoholic drinks; and for connected purposes.Speaking during the Assent, Governor Kahiga applauded Nyeri MCAs for the bold move and swift approval of the Bill which aims to weed out the dangerous or substandard alcoholic drinks in the county. He added that this will pave way for the implementation of requisite measures to eradicate the illicit brews. The Governor implored upon the church and County officials to stand firm and support his government in its war on toxic alcoholic drinks. In his remarks, the Speaker Hon. James Gichuhi hailed the Nyeri MCAs for subjecting the Bill to extensive public participation and adhering to the provisions of Article 10 of the Constitution which lists public participation as one of the national values and principles of governance, emphasizing that all sovereign power belongs to the people. The Speaker emphasized that the fight against poisonous alcohol is a collective responsibility and urged the people of Nyeri to be vigilant in combating the alcohol menace. The Majority Leader and Mahiga Ward MCA lauded the Nyeri legislators for their commitment to eradicate illicit brews in the County. He called upon all the Nyeri residents to condemn in the strongest terms possible irresponsible alcohol consumption adding that alcoholism is an obstacle to development. APPROVAL OF THE COUNTY FISCAL STRATEGY PAPER (CFSP), 2024The County Assembly has approved the County Fiscal Strategy Paper (CFSP), 2024 which is a policy document that guides County Departments and entities in preparing budgets both for the following financial year and over the medium term.The strategic direction of the CFSP is aligned to various County government policy documents which include the County Integrated Development Plan (CIDP) 2023/27, Annual Development Plan (ADP) 2024/25 and Sectoral Strategic plans. It proposes departmental expenditure programmes to be implemented under the Medium Term Expenditure Framework (MTEF) for the Financial Years 2024/25 - 2026/27.While moving the motion for adoption, Hon. Sabastian Mugo (Wamagana Ward) said that once the CFSP, 2024 is adopted by the County Assembly it shall serve as the basis of expenditure ceilings specified in the fiscal framework.He added that the County Government of Nyeri has prioritized programmes and projects to be implemented in the financial year 2024/2025 in a bid to achieve the county development agenda, foster a conducive environment critical to return the economy back to the long term growth path and provide incentive for building a cohesive and prosperous county.In the sitting chaired by the Speaker Hon. NYERI MCAS APPROVE THE NYERI COUNTY COMMUNITY HEALTH SERVICES BILL, 2024Members of the County Assembly have approved the Nyeri County Health Services Bill, 2024 that seeks to provide for a framework for coordinating the provision of community health services. The Bill seeks to establish and delineate Community Health Units within the county for effective and efficient delivery of community- based health services and for the establishment of the necessary institutional and regulatory mechanisms and for connected purposes.While tabling the Committee report on the Nyeri County Community Health Services Bill, 2024, the Chairperson Committee on Health Services and Mweiga Ward MCA Hon. Njuguna Kawanjiku, noted that the Bill was subjected to extensive public participation for the purpose of collecting views from members of the public as per the provisions of Article 196 of the Constitution of Kenya.
